This junction, located in southwest London, has been a hot spot for traffic fines, with an average of 27 penalty notices issued daily. Roland Head, a long-time shop owner in the area, expressed his frustration, labeling the junction as a money-making scheme rather than a traffic control measure.
The council’s enforcement efforts have resulted in 6,568 penalty charge notices being issued for this particular junction on Kingston Road, totaling £451,405 in fines. The Highway Code mandates that drivers should avoid entering a yellow box unless they can clear it without stopping, aiming to maintain smooth traffic flow. However, some drivers argue that circumstances beyond their control, such as other drivers’ actions, can lead to unjust fines.
Installed in 2015, the yellow boxes on Kingston Road only started penalizing drivers in July 2020. The proximity of this junction to an ambulance depot has raised concerns, as ambulances often face delays due to hesitant drivers avoiding the yellow grid to evade fines.
Motorists in London face fines of £160 for yellow box violations, which can be reduced to £80 if paid promptly. Outside London, the fine stands at £70, reduced to £35 if paid early. The income generated from penalty charge notices in Kingston borough is allocated towards essential traffic and parking management, with surplus funds directed to transport-related projects, including initiatives benefiting elderly residents.
The council defends the purpose of the yellow boxes, emphasizing their role in preventing traffic congestion and ensuring safety for all road users. However, the claim that this junction is the highest revenue generator in the UK is disputed by the council, citing the presence of two separate boxes at the location.
