“Proposal: Raise Property Taxes on Wealthy to Cut Council Tax”

A recent report suggests that increasing property taxes on wealthy individuals could generate £3.9 billion and reduce council tax for the majority of households. The Institute for Public Policy Research (IPPR) proposes reforming property tax to lower council tax by 3% for 80% of homes, aiming to create a more equitable system and raise funds for essential public services.

IPPR argues that the existing council tax structure is outdated, leading to disparities where homeowners in different areas pay significantly different amounts. Under the suggested reforms, only the top 10% of properties would face a council tax hike.

Council tax calculations are based on property valuation bands, set in 1991 in England and 2003 in Wales and Scotland. IPPR recommends an immediate 50% increase in taxes for bands F and G, along with a 100% rise for top band H properties, potentially generating £3.9 billion. A portion of this revenue, around £1 billion, could be used to reduce council tax bills for bands A to D, offering average savings of £45 to 80% of households.

The proposed changes aim to create a fairer council tax system by ensuring that those benefiting the most from property value appreciation contribute proportionally more. Additionally, IPPR suggests raising the non-resident buyer surcharge from 2% to 6% to prevent profiting from short-term housing market price surges.

Recent discussions by Chancellor Rachel Reeves have hinted at introducing new higher council tax bands targeting owners of expensive properties. Other potential measures include levies on property values or capital gains taxes on luxury property sales.

IPPR economists emphasize the necessity of updating the council tax system to enhance fairness and efficiency. They believe that these reforms support working families, bolster local services, and lay the groundwork for a more balanced tax system. This initial step towards property tax reform could lead to further positive adjustments in the future, particularly benefiting families in less affluent regions.
