“Fatal Shooting Unfolds in 5 Minutes: RCMP Testimony”

Less than five minutes passed from the time two RCMP officers arrived in the remote island First Nations community of Opitsaht to when the fatal shots were fired at a Tla-o-qui-aht First Nation man, one of the officers revealed during testimony. The incident occurred on the evening of February 27, 2021, when officers responded to reports of a woman being assaulted and held captive in a residence.

Corporal Daniel Macintosh provided the first detailed account of Julian Jones’s final moments to the coroner’s inquest panel, which aims to examine the circumstances surrounding Jones’s death and formulate recommendations to prevent similar tragedies without assigning blame or criminal liability.

Constable David Robichaud, the officer who discharged the shots that resulted in Jones’s death, was summoned to testify but chose not to appear following his retirement and relocation out of the province. The Independent Investigations Office did not advise charges against the officers after conducting an investigation.

Jones, who had a history of criminal convictions, including assaulting a Tofino RCMP officer, was under restrictions preventing contact with specific RCMP personnel, including Robichaud, as confirmed by his parole officer.

The altercation at the Opitsaht residence unfolded swiftly, with Macintosh describing an intense moment when Jones confronted the officers. Despite attempts to de-escalate the situation, Robichaud resorted to discharging his Taser at Jones, who continued to advance towards the officers, leading to the fatal gunfire.

Macintosh expressed his fear for his safety during the encounter, recounting his decision to draw his pistol as a last resort before Robichaud fired the fatal shots. Following the tragic event, Jones’s mother rushed to his side in distress, highlighting the emotional aftermath of the incident.

Macintosh’s testimony continued with details of the immediate aftermath, including his efforts to address Jones’s injuries and the realization of the objects Jones was holding. The inquest proceedings are ongoing, with Macintosh reflecting on potential alternative outcomes and the actions taken during the distressing incident.

Robichaud’s expedited transfer out of the community post-shooting was also disclosed during the testimony, underscoring the impact of the event on the officers involved. The inquest is set to resume its proceedings on Thursday.
