The BBC is reportedly considering using iPlayer streaming data to identify individuals who have not paid for a TV licence. Currently priced at £174.50 annually, a TV licence is required to watch or record live TV programs on any channel, including BBC iPlayer content, whether live or on catch-up.
According to The Telegraph, approximately 40 million BBC iPlayer accounts may soon be connected to a database that monitors TV licence ownership at specific addresses. When registering for a BBC iPlayer account, users are already required to provide their email address, date of birth, and postcode.
In the fiscal year 2024/25, the BBC generated £3.8 billion from TV licence fees, but non-payment is estimated to cost the corporation up to £550 million per year. A TV Licensing spokesperson informed The Telegraph that they are continuously exploring ways to enhance fee collection by leveraging available data to better understand viewing habits and BBC service usage.
While a TV licence is not necessary for catch-up viewing on platforms like Netflix, Amazon Prime, ITVX, Disney Plus, YouTube, All 4, or My5, it is required for live streaming. Failure to possess a TV licence while watching live TV could lead to a potential £1,000 fine.
Certain individuals, such as those receiving Pension Credit and aged 75 and above, are eligible for a free TV licence. Additionally, students living away from home may be covered if their parents have a TV licence, but only when watching on specified devices like phones, tablets, or laptops.
Discounts on TV licences are available for households with visually impaired members, and concessionary licences costing £7.50 per room, flat, or bungalow can be obtained for residents of care homes or sheltered accommodations. The TV licence fee typically increases annually in April, in alignment with the previous September Consumer Price Index (CPI) inflation rate.
Although the September inflation rate was 3.8%, indicating a potential rise in the TV licence fee to over £180, no official confirmation has been provided by the Government regarding a fee increase for the upcoming April.
