Prime Minister Mark Carney is scheduled to visit St. John’s on Monday to confer with Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Fréchette on an upcoming announcement related to energy security and economic progress.
Discussions regarding a potential new agreement concerning Churchill Falls energy have intensified in recent days. Fréchette is set to journey to Newfoundland for the signing of the agreement, as confirmed by Radio-Canada. Wakeham’s office released a statement confirming the attendance of Fréchette, Quebec’s Energy Minister Bernard Drainville, and Hydro-Québec’s President and CEO Claudine Bouchard at the meeting on Monday.
Hydro-Québec separately announced a closed-door briefing for reporters on an announcement regarding Quebec’s energy security, to be held on Monday at 11 a.m. with Dave Rhéaume, Hydro-Québec’s executive vice-president. Additionally, a media technical briefing by Natural Resources Canada is scheduled in Ottawa at 10:30 a.m.
While specific details are limited, Wakeham’s office disclosed that the announcement is slated for 1:45 p.m. in St. John’s. The Prime Minister’s office later confirmed Carney’s attendance.
Insider sources revealed some key aspects of the new deal, including guaranteed transmission access of 985 megawatts through Quebec for Newfoundland and Labrador to sell externally. The agreement stipulates a notable increase in electricity allocation for both provinces compared to the previous understanding, with Quebec potentially receiving around 10,000 megawatts and Newfoundland and Labrador between 2,350 and 3,000 megawatts.
To achieve the heightened electricity production, plans include the development of a more potent hydroelectric facility at Gull Island and boosting the turbine capacity at the existing Churchill Falls plant. Notably, the new agreement incorporates wind power, a component absent from the previous memorandum signed in 2024.
