Rachel Reeves is reportedly exploring the idea of introducing new higher tiers of council tax aimed at affluent homeowners. The Chancellor is looking into targeting the wealthiest property owners to address the financial shortfall left by the previous government. While no final decisions have been made, it is suggested that increased taxes on the affluent will play a role in the upcoming Budget on November 26.
Sources close to Reeves have indicated a focus on implementing higher taxes on luxury homes, emphasizing the importance of ensuring everyone contributes fairly. Alternative proposals, such as a property value levy or capital gains tax on expensive property sales, are considered less probable.
Reeves is anticipated to unveil a “mansion tax” that would apply capital gains tax to the sale of high-end properties. She has hinted at the need for tax hikes on the wealthiest individuals, attributing the necessity to the impact of Brexit and austerity on public finances.
The council tax amount homeowners pay varies based on property bands, ranging from band A for lower-value properties to band H for higher-value ones. The concept of introducing additional council tax bands for England’s most valuable homes was initially broached by former Conservative Chancellor George Osborne in 2012.
Ruth Curtice from the Resolution Foundation think tank suggested the possibility of an enhanced council tax for high-value properties as a means to tax wealth. While not a comprehensive solution to property taxation issues, this approach would require wealthier individuals to contribute more alongside existing council tax payments.
